This avowed hater of the plastic shopping bag is pleased to read what happened in Washington, D.C., when a 5-cent tax was charged for bags – both plastic and paper. Usage of bags dropped from an estimated 22.5 million a month to 3 million in January. The tax is to be used for Anacostia River cleanup and now the revenue predictions are falling short. About $150,000 was collected in January from the tax.
