Mr Reich’s column is very carefully worded and deceptive. The above line “Wisconsin’s immediate budget shortfall is $137 million” is a good example. I don’t think the “immediate budget” is the the totality of Wisconsin’s budget woes.

What I think is underreported is that the budget that will be presented shortly by the governor will include major cuts to each city’s revenue. Without pulling back the collective bargaining agreements, the local governments will be unable to deal with local budget constraints after the state-aid portion of their revenue is slashed.
