The above line &quot;Wisconsin&#039;s immediate budget shortfall is $137 million&quot; is a good example.  I don&#039;t think the &quot;immediate budget&quot; is the the totality of Wisconsin&#039;s budget woes.

What I think is underreported is that the budget that will be presented shortly by the governor will include major cuts to each city&#039;s revenue.  Without pulling back the collective bargaining agreements, the local governments will be unable to deal with local budget constraints after the state-aid portion of their revenue is slashed.]]></description>
